What: State Senator Jake Oliveira (Ludlow-D) and State Representative Natalie Higgins (Leominster-D) will welcome students and presidents from Massachusetts’ nine state universities to the State House for the first State Universities Council of Presidents Advocacy Day since the pandemic, as the Senate prepares to deliberate the Public Higher Ed Bond Bill known as the BRIGHT Act.
The legislation works in tandem with the Governor’s FY26 budget proposal to leverage a portion of Fair Share surtax revenues to unlock approximately $2.5 billion in new capital resources for public higher education without impacting the Commonwealth’s general obligation debt capacity.
